Hmmm I probably misunderstood but... wasn't Wave 3 RC1 supposed to be
released on December 1st?
When will that happen? :)

No...
We are currently in Wave 3 Phase 2 and fast approaching Phase 3

The Reviewer's Guide(pdf file) has a timeline estimate on Phase 3 intent

Are you aware that RC means 'release candidate' which is typically a version prior to a production version ?

My question is, will it be available to everyone who desires to use it?

RC1...a pre-beta version ? No, afaik, it doesn't exist

The next RTW/RTM version...yes and it should be reasonably soon
Keep your eye on download.live.com..it should be noticeable when the current beta versions and beta nomenclature are replaced.

If we are currently on 12.0.1606, will we be automatically upgraded via WU
or will we need to download/install new version?

it was my understanding that the windows live team wanted to release an RC
next week before the final release of the products early next year...

Good question.

At one time, it was mentioned that updates would be deployed via Windows Update/Microsoft Updates. Whether that applies to full
version changes is not absolutely clear.
I suspect the option to install on top of 12.0.1606 or install clean will be available. Either approach was available during this
last beta when if one used the webinstaller or the full version installer.

I've never been a fan of installing a full application let alone a suite of applications(Mail, Msgr, PhotoGallery, Writer) on top
of a prior, thus during the beta test I chose to backup my email and news accounts(iaf files) and contacts(export to csv as
insurance), then remove 12.0.1606 via the Control Panel(Add-Remove or Programs and Features), clean the user profile and programs
files folders, then installed the beta version using the full version installer instead of the webinstaller.

I have since removed the beta using the same removal method...and plan on installing the next version as clean as possible.

If something concrete on this topic is available, I'll post it.

Terminology..
http://en.wikipedia.org/wiki/Software_release_life_cycle

Lol..no comment on the source, though I don't seen any reference to a Msft document or public statement stating anything about a
version 'branded as RC' that would typically precedes a 'live' full release RTW/RTM version.
