No. I'll let Winston or one of the mail gurus give the full explanation,
but Windows Live Mail and Windows Live Hotmail are two different things.
Like Outlook and Outlook Express. Or Windows Mail and Windows Live Mail.

Part of the name of these programs is the same, but they are all email
programs, Outlook and Outlook Express, Windows Mail and Windows Live Mail.
Windows Live Hotmail is an email account. It can be accessed using a
browser or an email program.
Windows Live Mail is an email program that can access pop3, http, or imap
accounts.

Your confusion is not surprising and quite reasonable. I'll bet it's
confusing to a lot of people.

Hotmail (Windows Live Hotmail, formally MSN Hotmail) is web-based--you use
your browser to access it. It is a (major) part of Windows Live. You go to
www.msn.com, my.msn.com or home.live.com and sign in.

You have to be online to send and receive e-mail.

Hotmail is also an e-mail account service. It is a (free) web-based e-mail
service. You can have a @hotmail.com, @msn.com, or now @live.com e-mail
address.

The new version (Wave 4) was announce by Microsoft this week. See the links
by Winston.

But many users use a Windows-based client program (downloaded as part of
Windows Live Essentials if you are using Windows 7--but available for XP and
Vista too) known as Windows Live Mail, which accesses your Hotmail account
and other e-mail accounts if you have them.

There is a new version (Wave 4) for Windows Live Mail too. See (posted in
January 2010):

Live Mail as well.

Hotmail has been Windows Live Hotmail(for a few years)..that changed was made when WLM went RTW in 2007.

Hotmail is the web interface for all supported accounts(Hotmail.com, Live.com, Msn.com, and derivates of those domains e.g.
Live.ca, Live.au etc).

Windows Live Essentials are the desktop application programs
- Windows Live Mail (WLM)
- Windows Live Messenger (WLMsgr) -though some refer to it confusingly as WLM
- Windows Live Photo Gallery(WLPG)
- Windows Live Writer(WLW)
- Windows Live Movie Maker(WLMM)

Windows Live Services are pretty much everything else(the most common but not all are)
- Windows Live Contacts(web and shared with WLM and WLMsgr for a given Live ID)
- Windows Live Calendar(web, shared with WLM and WLMsgr, for a given Live ID)
- Windows Live SkyDrive(web, shared with WLH Wave 4)
- Office Apps(web, shared with WLH Wave 4)
- Windows Live Photos(web, shared with WLH Wave 4, WLPG)

I'm currently using WLM 14.0.8117.0416. Is there a newer version?

Web-based email has security issues that are troubling.

Forte Agent 6.0, which I also use, is a very impressive and powerful
program. I just wish they would develop a more user-friendly GUI and
protocols.

Windows Live Mail (current version Wave 3 and future version Wave 4)is capable of setting up the following types of acounts
a. Hotmail using Delta Sync(http protocol) access - mirrors and sync all folders present in the web ui/server
b. Hotmail using Pop3 - optional instead of (a) - downloads only Inbox content
c. Any Pop3 account(your isp, yahoo, gmail, etc0 - downloads only inbox content
d. Any IMAP acount - mirrors and sync folders with the web UI/server

And...fyi...in the future Hotmail accounts will also gain the ability to create subfolders(date TBD). Currently nested folders are
not permitted for Hotmail type accounts(hotmail.com, live.com, msn.com, live.co.uk, live.ca etc)
