Oh ya, How do i close my account?
Generically answering your question..delete content from other Live Services first, close your then logon to account.live.com,
click on 'Settings' in the left hand pane, then click on 'Close your Live ID account'. You will need to reenter your password to
close your account. The long hand instructions are below.

Close your Windows Live ID
When you close your Windows Live ID, you permanently delete your registered information (This is information given to Windows Live,
including your e-mail address and password.) and credentials (Unique information that you use to access restricted resources. For
Windows Live ID, credentials include your e-mail address and password. They may also include a mobile phone number and PIN, a smart
card, or a security key.) , as well as your Messenger contact list and Windows Live contacts. You'll be unable to sign in to any
Windows Live ID sites or services.
Go to the Account Summary page.
On the navigation bar, click Settings.
Under Common tasks, click Close your account.
Verify that the correct Windows Live ID appears, type your password, and then click Yes.
Important
If you manage a child's Windows Live ID, the child's Windows Live ID permissions will be revoked if you close your Windows Live ID.
If the Windows Live ID you close is associated with any premium services (These are paid subscription based services such as Live
Mail Plus that require you to establish a billing relationship with Microsoft.) or with a Windows Live Hotmail inbox, you must
cancel the subscription to each service or close your Windows Live Hotmail account before you close your Windows Live ID.

Close all browser windows.
Start, Run www.live.com, click "sign in" in upper right corner. This should
be the scuba divers page.
Sign in using the name of the account you wish to close.
Click "Windows Live" in upper left corner, between "MSN" and "Hotmail".
You should now be at http://home.live.com.
Click "Account" in upper right corner.

To reactivate your account once you have closed it, sign in within 120

Click the "Close My Account" button.
You will either see a "Confirmation of Closed Account" or a "Signing Out"
screen.
If it is the "Confirmation of Closed Account" screen you are done.
Otherwise {
On the "Signing Out" screen, just click the "Done" button. This is the
last step. The next screen says
«Your e-mail account is now closed
Your stored messages and contact list will be
permanently deleted within the next few days. »
}
Do not sign in or access the account for 120 days. If you have second
thoughts just sign in to the account at the Hotmail or Live portal.
Received messages and items in online folders may be lost if you do this.

Starting fresh, and following the directions given, I get the same result. I
can close my email address, but not my live id. The way the website is setup,
it appears you can close both, but it can't be done. This leads me to believe
that irregardless of the information given, I must wait 120 days, without
signing into hotmail/live for my live id to lapse.
Please tell me if I am wrong, but only if you have time...
The reason for closing my account is due to the save draft/browser upgrade
bug, that I described in the first post, it actually happened to me twice...

To abandon the account do the following. Erase alternate email address,
secret question and everything that could help you log in to the account
again. Delete all mail messages in Hotmail. Type a long sequence of
