Installation problem

I'm running Windows 7 Home Premium 64-bit, and I can't get Windows Live to
install at all. It keeps saying it can't install the Windows Live Upload
Tool, and that one of the installation files may be corrupted. I've repeated
the download, to no avail. It says the error is located at hr:0x80070003
