Note: I'm posting this to all newsgroups for Outlook
Express, for more attention to this serious problem.

We need to take this to a developer level. I have applied
all the fixes described in every one of these articles,
and the problem persists on the Win98/IE6/OE5 PC of my two
computer network. (I uninstalled OE6, to no avail)The
other PC, W2K Pro/IE6/OE6 works fine through a Linksys
router.

In addition to not being able to pull Hotmail into OE5 or
OE6 on the Win98 PC, I cannot update this PC using Windows
Update NOR use the web version of Hotmail on that computer.

This suggests that it's not just a local MAPI call failing
(0x80004005) or a socket error for an incorrect handle
(12019). Or if it is, the MSFT problem with Hotmail in OE
has now corrupted my Win98 PC to the extent that web
applications are affected.

There are now lots of customers with this problem, please
escalate.

Win98 is a legacy system, why would you install IE6.0 on
windows 98. It wasn't even meant for win98. If you
escalate it to the developer they will tell you to use
IE5.5 on windows 98, thats what was meant to be used.

Is there any reason that you didn't bother deleting the extraneous stuff in
the original messgae that you weren't bothering to respond to? Adding 4
lines to a 100 line post is inconsiderate.

The Systems Requiremenst page for IE6 says:

Operating System: Windows 98, Windows 98 Second Edition, Windows Millennium
Edition (Windows Me), Windows NT® 4.0 with the high encryption version of
Service Pack 6a (SP 6a) and higher, Windows 2000, or Windows XP

1. Run a manual, offline compact of all OE Folders: http://insideoe.tomsterdam.com/files/maintain.htm

2. Disable AV scanning of incoming (and outgoing) mail, especially if you're running McAfee.

Your post also suggests your Security settings/Cookie policies may be hindering you:

3. Lower Security settings at IE Tools>Internet Options>Privacy.

4. IE Tools>Internet Options>Privacy>Edit [button]>add this list of domains to Allow Cookies:

hotmail.com
msn.com
msn.net
passport.com
passport.net

Also see recent posts in this NG about proxy servers and OE.
