Help>contents and index>Getting Started with Outlook Express is the best
way to go?
To add an account - tools>accounts>mail>add, and configure with the
settings, servers and email address that your ISP gave you. If you are
talking about your Hotmail account, is this a paid for account?

Perhaps if you properly/fully describe what you have done then someone can
identify where the problem lies.

Where did you get the information you enter? Most 'accounts' / providers
(exactly what do you mean?) provide on line help systems showing you exactly
how to set your account up - most seem to have utilities you can download to
help. Have you looked on their website for help?

Call the help desk at your e-mail provider and ask them. They know the
parameters you need to enter when defining an e-mail account.

Tried hitting F1 when in Outlook Express?
