Right-click on the Volume icon in the systray. Left-click on Open Audio
Control. Check the slider bar for Midi. In my case, some program had moved
that all the way to the bottom, which resulted in the -9640 volume setting.
Move it up.
When I moved mine to about half-way and tried a new OE message, the volume
setting showed -540 but I could still hear it loud and clear. Move yours to
whatever is comfortable or whatever it takes to get a zero setting.
Have no clue what program might have performed this "service" for me.
My OS is Windows XP Pro SP2
Anyone have any more ideas about how to fix this annoying problem?

It helped someone who had the synthesizer volume wrong.
