SP2 and POP Up Blocker

I was Reading the thread :

I have been having the same problem, And later in the thread she is refered
to
gpedit.msc to access the addres she is refered to " This will start the GP
editor if its not disabled"

Well, it did NOt start mine. Any other ideas?
