Can't accept cookies!

I have gone through the steps of setting my privacy option
to "accept all cookies" but the browser always blocks
cookies from a tax return web site.
I have read a microsoft FAQ that suggests a way to change
the registry for Explorer 5.
I have reinstalled Explorer 6 and still no go.

I have the same problem and did the same thing as you, can

Make certain your Time, Date and Time Zone settings are correct.

need 813951 (http://support.microsoft.com/?kbid=813951). If you installed
these (via Windows Update, usually) the numbers will show in IE

article that you suggested, but some of them I couldn't
do, such as System Restore, because I only could restore
back 3 days for some reason.
Also, I can't figure out how to get a dos window opened
up, as I am missing the Command Prompt icon in Control
Panel, and the cmd in the run window doesn't work.
And, the virus program isn't doing it because the problem
doesn't happen if I use Netscape (I know).
Also, I am running Windows ME.
Help!
