There is no such file.
Why are you trying to do that?

How do you know it is IE? Did you do a Task Manager, Go To Process
to prove that? If so you could use msinfo32.exe to find the path it's
launching from. E.g. Run... (press Win-R and enter:)
msinfo32.exe /category SWEnvLoadedModules
find and capture the iexplore.exe entry.
Compare then with the iexplore.exe entry under Internet Explorer File Versions
(category IEFileVersions)

How do you know it is IE8? Have you done Help, About to see what
the version is? Can you Run... iexplore.exe -nohome
FWIW I have iexplore.exe in my dllcache, so if it wasn't in its normal
place that Alan showed you I could use sfc /scannow to put it back there.
I suspect you have a bad install. In that case you would uninstall whatever
version of IE shows in Add/Remove Programs and start over.
Make sure that you minimize all possible sources of interference
including AV app before doing this.

Yes, the Task Manager tells me iexplore.exe is running.

Yes I've looked for the version. iexplore.exe -nohome doesn't work.

sfc /scannow asks for the Windows XP SP3 but I don't have it as I
installed SP3 from internet on an SP2 install.

Perhaps you need to do that running as Administrator?

What does "doesn't work" mean? What do you see?
Some kind of language difference perhaps?

So it found some missing or corrupt modules?
Does Event Viewer show you which ones?

Again, "not working" is not a helpful symptom description.

Glad to see you have found the cause of your missing icons.
If you had described your symptoms better someone might have
thought of that possibility earlier.
BTW notice that the help you were getting assumed an English version
of Windows and an English version of IE. Since that is probably not
the case it would probably have been better if you had used a newsgroup
which is more familiar with whatever it is that you actually should see
using a non-English Windows and IE.
