Converting table to CSS problem

Hi. I'm doing a project recreating a webpage to look the same only
using CSS and am having problems.

At the page, http://laws.justice.gc.ca/en/charter/const_en.html, you
can see they use a table from "Guarantee of Rights and Freedoms"
downward. My problem is recreating the small text on the left hand
side which is aligned with each section.

First I formatted everything from top to bottom getting it to look
right. I tried altering the header tag for the small text on the left
by fooling around with display:inline and margins but no such luck.

I have also tried using 2 DIV tags to separate the sections but have
no idea how, if there is a way, to specify where this text lines up
with text inside the box beside. Currently, all of my left side
headings appear below one another. As well, the spacing vertically is
not equal so I can not alter that.

Any help or advice on how to proceed would be appreciated.
