Works OK in IE not Netscape or Opera - Please help

I've got this working in IE (version 6) great but Netscape (version 6.2)
and Opera (version 6.05) do not handle the 1st and 2nd top banners.
What can I do to correct this?

Can answer specifically, however I learned the hard way that MS tends to
put functionality into IE that is not neccessarily standard. My problem
was rooted in the fact that I relied soley on MSDN.MICROSOFT.COM for my
reference material. Since all of the material is based on IE, I ASSUMED
that it would work in other browsers. I made quite the ass out of u and me.

Double check the syntax that your using that it conforms to the current
W3C standard.
