Beginner need help with CSS

Hi,
i need to design the following layout

*-are spaces just for alignthis message
g's-are a grid control

the logo is align to the right,and I would like that if the user resize the
page to a specific size(make it smaller.for example to 200px)
IE will display scroll bars at the bottom in such that the logo will not
override the label and the input on the left

same i would like to do with the 2 buttons on the bottom,if the user make
the page smaller to a specific size
I would like IE to display scroll bars so the buttons will not override the
grid
