Any advice would be welcomed as to if it is possible, and if so how, to set a
page up using CSS such that only the central portion of the page scrolls. The
left hand section of the page is to contain a tree view, with the right had
section standard options (print etc.) that I would like to be visible at all
times.

Well, you're looking for position:fixed, but of course, IE does not do
that. You can probably Google for a hack that might work.
