HTC behavior file caching

Does anyone know if HTC element behavior files are
supposed to be cached by IE?
supposed to be cached by IE?
I'm using IE 6 and have page caching set to automatic and
am calling a page that has the IE tabstrip and multipage
controls on the page, but nothing else -- one would
think the HTC files would get cached locally, but it sure
doesn't feel like they are (i.e. the pages are SLOOOOW!).
