creating a set width & height for a box

Are there any elements that will take a right/bottom attrib and actually
use it?
I'm trying to set up a background box to set some bits of text etc against
for contrast, but <SPAN> doesn't want to draw the box beyond any content I
add, and <DIV> will only do the width (putting some in seems just to
draw a vertical line to accomodate them).
