Link color quandary

I have a web page in which nav bars have gray text on a teal
background, and the content cell is black text on a white background.
I am using a table for my layout.

I would like for *all* hyperlinks - both on the nav bars and in the
content cell - to be designated ONLY with an underline, because I am
having trouble finding a hyperlink color that works in both places.

If I put :link { text-decoration:underline }

in my style sheet, the color of the links appears to default to the
bright blue. (By the way, I'm also using FrontPage, and I've already
removed any reference to link color that was in the html.)

Any ideas?
