Bugzilla won't accept my attempts to report this as a bug and my
searches have not really turned up anything useful.

I'm specifying a background image for a DIV that will not repeat unless
I specify a height for the DIV. This is not ideal as I have pages that
extend below the height specified and the text flows on without the
background image.
Is this a Mozilla bug which has no workaround?
