Why does Internet Explorer 6 only have CSS level 1?

I was looking at the Internet Explorer 6 preview pages, and noticed that on
the page relating to CSS
(http://www.microsoft.com/windows/ie/preview/domcss/default.asp) it said it
would only have support for CSS level 1. But I have even read books about
CSS level 2, and the World Wide Web Consortium page (http://www.w3.org/)
says that a module for CSS level 3 is already being released. Is Internet
Explorer that far behind in CSS? Or will the actual release (the non-beta
version) of Internet Explorer 6 be more up-to-date with CSS?

When they say they support CSS-1, they mean the _complete_ CSS-1 spec.
Mozilla/NS6 also only claims to support CSS-1.

Don't worry, IE supports a great deal of CSS-2, just not the complete spec
(as does Mozilla).
