Opacity in a layer over an image.

I'd like to highlight certain portions of an image using a layer with an
opaque (yellow) background. How can I do this?

If I can't do it with a layer, is there another mechanism? I basically want
a see through color to be placed over an image on a page through
coordinates.

I'm not trying to higlight text, I'm trying to create a see through box
around a section of an image. Sort of like higlighting a portion of an
image. Any tips?
