I am a novice computer user. I have a used computer that
has Windows 98 SE and I have Internet Explorer 5.0. Is
there a way to upgrade to Internet Explorer 5.5? Does it
cost anything?

Upgrades of IE free.
I would recommend you update to the latest version of IE available; you can
do this using Windows Update.
