can't access web pages thru Explorer

I am not able to open any web pages with Explorer
(Windows 98), but I am connected to the Internet by ADSL.
I can access email thru outlook express and I can
download music thru a separate program, and I can access
web page thru Microsoft Encarta, but only the web sites
thru the program. I cannot enter my own web addresses.
Any ideas? Thanks
