How do uninstall it SAFELY
can I Delete the desktop icon?
can I delete from the programs file?
or just uninstall from the control pannel only?

The best way to uninstall IE 5.5 is to do it via Control Panel...Add/Remove. For more information, see this article:

Yes, you can delete the desktop icon, or in IE go to Tools...Internet Options...Advanced, and uncheck the box besides "Show Internet Explorer on the desktop", click Apply, Okay.
And, yes, you can install it via downloading it via Netscape.
