Cannot Browse The Web

I can't seem to do any browsing with IE 5.5 on my ME machine. I can connect
to my ISP through dialup; IE does not make the network icon in the toolbar
light up. Then after 30-40 sec it says page can't be displayed. The same
happen to Firefox. I downloaded it thinking IE was corrupted with a
virus,trojan,worm etc. Without being able to get on the the web to get
updates,scantools or virus updates; it requires access to get most tools to
start.
