Response.Cache.SetCacheability(HttpCacheability.NoCache);

I still find it stange that under IE6 it did not work at all and with
FireFox 1.5 the download worked perfectly.
The KB has a hotfix for IE6. Without the hotfix, we can workaround it by
either unselect the option in IE or server doesn't set the Cache-Control
header using "No Cache" or "No Store".
