Embed .net win control like ActiveX

I have built a windows control that I embedded in a web page. On my machine
it runs fine but on another machine all I get is a little red x. I believe
it is a permission problem so I would like for it to behave like active x
controls, popup on the toolbar and allow the control to run. I have found
some article and the client has to go into the Framework security and add the
controls permissions and go into IE and set a trusted domain

I thought dot net would make this simpler but I have not been able to find a
way.
