Funny characters (HTML?) in messages

When sending email messages, recipients keep telling me that they are
receiving characters such as +ACI, +ACE, etc., which I realize are
substitutions for the actual non-alphabet characters that I type such as
quotation marks, exclamation marks, etc. I can't, however, figure out why
my emails (using Outlook Express) are being received this way, because I
have all defaults (under Tools, Options, Send tab, Mail Sending Format)
set to Plain Text, and I have double-checked this in each individual
message (under Format, making sure Plain Text is selected). I did note
that in the Addresss Book, when you select the properties for a given
recipient, you have the option (in the "Name" tab) of checking a box which
states "Send email using plain text only." I can think of 4 recipients in
my address book (a company and three individuals) who have complained
about these characters appearing, but there may be others who haven't said
anything. Of the individuals, two use AOL and one uses hotmail (I'm not
sure what the company uses). I'd blame it on the others' ISPs or email
programs, but the fact remains that all indications are that my emails are
marked for plain text sending. Any help would be gratefully appreciated.

Thanks for the response. I checked out the Knowledge Base article you
directed me to (244441), and it seems to pertain to these funny characters
(+ACE, +ACY, etc.) appearing in email I RECEIVE. This is not the problem,
as it is showing up in email that I send to my recipients. However, I did
look at the International settings (Tools, Options, SEND tab,
International Settings) and found the default encoding is set to "Unicode
(UTF-7)," which seems to be the same type of issue that the Microsoft
Knowledge Base article addresses regarding reciving emails with unusual
characters. Do I need to change this default encoding to a different
setting and if so, what?

Recommend you use Western European (Windows). Think it will help fix the problem.
