Use Character Map for the font in use to find the code for the key character you want. Programs/Accessories/System Tools. If not found then go to Control Panel/Add-Remove Software and click on Windows Setup tab and add Character Map.

That's not the problem: I can enter them in Outlook just fine, but they end
up as question marks in the message on the newsgroup. Any ideas?

Hello!
I know this won't help much - but we have a similar problem with special
Slovene characters 蚞 (it should be csz with a ¡ on top, I don't think you
can see them properly).
You can check for example the Slovene newsgroups *si.comp.mail* or
*si.comp.misc* on the server *news.uni-mb.si* (it's free); those characters
are rarely displayed correctly, and they don't always work in e-mails
either; we get ?, 'l, etc.
I was told that this can depend on local settings of the mail program but
also on the settings of the server(s).
Maybe you can try and look under (in OE 5.5)
Tools>Options>Read>International Settings, T>O>Send>International Settings,
T>O>Spelling>Language. It works for most of our problems.
(I once sent a French poem: at first it looked right, then I wanted to send
it and OE5 asked me, how I want to have it encoded. My friend saw it
correctly, while I had a salad afterwards - as if the e-mail would change by
being sent.)
