Can I link to location in same html message?

Can I create a hyperlink in my OE message that refers to another
location in the same message? I know you can do that in html that's
viewed by IE, but how do I do it in OE?

What you do is set an anchor and name it.
 
<A NAME="top"></A>
(note you can place some text in there if you wish such as a heading for that setion, I used Top in this example but not in the HTML shown here).
 
 
Next you set another anchor to be selected so when it is clicked upon, it takes you back to the named anchor.
 
 
<A HREF="#top">Back to top</A>
 
Here you do want something to be shown so they know what to click on.

Thanks for the info.

When I try it in OE, I click on the link, and Internet Explorer fires
up (and then fails to display the page)! What am I doing wrong?

BTW, I created the file outside of OE, and IE thinks it's fine as an
HTML file. I get it into OE by creating a blank message, then Insert
| Text from file. Should I be doing it some other way?

Go to bottom
 
You can use CTRL-F2 to see the HTML here.
 
Instead of using insert text from file, you can also go to View | Source edit and then click on the source window to edit the HTML manually.  You can also then click on the preview tab to test.
 
If you use this in stationery,  you need to remove the <base href=  > tag.
