IE 5 (and 5.5) locks up when downloading page

When loading a web page in IE 5, the program stalls at the "downloading".
IE works fine on local pages loaded from the hard drive, but when I try and
browse to a web site it stalls. It finds the DNS entry, contacts the web
server, and starts to download the page. I'll sometimes get as far as a
white background and then nothing. After about a minute, I go into Task
Manager and have to close the task (it shows Not Responding).

Netscape Navigator works fine. However, IE5Setup locks up when it tries to
download files from the download locations. I'm pretty sure both the
IE5Setup and IE use the same underlying download code, so I'm ont surprised
they both lock up.

I did a reinstall, but no luck. I upgraded from NT 4 Server to Windows 2000
Server, and still have the same problem. There must be some setting that is
hosed
somewhere, but I can't figure it out. Help!
