IE 6.1 Will Not Remember Toolbar Settings

IE with the 6.1 patch (running Win XP Pro) will not remember its
toolbar settings. Every time I go into the program it is set to its
original default settings, instead of having the links bar under
everything, which I use extensively.
I had part of the links bar and had a Norton AntiVirus bar, which I
didn't want. I removed a setting in the Registry which put the
program back to its default and it has stayed there.

Try deleting the registry key mentioned below; that will reset IE to
default. Then, set again to what you want:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\WebBrowser

I removed that Registry key, Sandy, but it had no effect.
The program comes up with the Menu on one line, the toolbar buttons
(set to small with selected text) on the next line. On the third line
there is the address bar with the links bar sitting to the far right
side. I can drag down the links bar and it stays there for the
remainder of that session, but the next time I open IE it is back on
the third line.

That key was never automatically re-created.

Now I cannot change the position of my links. They default to
alphebetical. When I rearrange them, they revert to the default,
alphebetical, setting.

Pretty clearly, there is some registry setting that no longer allows
any change of I.E. 6.1 settings.

The last thing I did before all of this happened was to download the
version 9.1 of Windows Media Player and the update.

Ouch. It has got to be something that has changed in the Registry that
no longer gives me the right to update that area of I.E.

Try moving the toolbars to what you want, then rt. click on an empty area there and check "Lock toolbars".

If no joy, try running this little program:
http://www.kellys-korner-xp.com/ToolbarRepair.Exe
This little app should repair the registry entries that have become fouled up.

Or, manually, courtesy of Doug Knox, MVP:

Close any open Internet Explorer and Windows Explorer windows.

Click Start, Run and enter REGEDIT

Go to:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar

There are 3 sub keys: Explorer, ShellBrowser, WebBrowser

In each of these sub-keys is the entry for ITBarLayout

For IE Toolbars: The WebBrowser Sub-key directly affects IE.
For Windows Explorer Toolbars: The Explorer Sub-key directly affects
Explorer.
The ShellBrowser sub-key may affect IE as well. Its effect on IE and
Windows Explorer is unknown at this time, so if the first option doesn't
work, delete the ITBarLayout value here as well.

Choose the relevant sub-key and right click where it says ITBarLayout and
select Delete.

The deleted value will automatically be recreated for you.

You may want to right click on the main key (above) and select Export. This
will allow you to backup the contents of the whole key, including subkeys.

If you have any 3rd party toolbars installed, remove them and see if
that helps.

I can run the Google toolbar just fine, but the eBay toolbar does
something to mess up toolbar positioning all the time...
