Prevent Deletion of Temp Internet Files and History Folder contents

How do you prevent remote users on stand-alone PC's from deleting the contents of
the temporary internet files and the history folder? Can you use a system
policy? Or, can you not restrict the deletion on a non-networked PC? Please
advise. Thank you.

Bear in mind that Temporary Internet Files content is managed by system
settings (and perhaps even META expiration coding on individual web pages) so
deletion may occur regardless of any user intervention.

The short answer is "on Win9x systems, you really cannot..." but here are a
few thoughts...

It is possible to restrict access to functions on the Internet Options
Control panel... There are several ways to do this but remember - none of
these will stop a 'determined soul' from deleting the content (physical
files) from Windows Explorer or DOS.

... one easy way is to rename the <Windows>\system\inetcpl.cpl file.
(inetcpl.cplx). Rename it back when you need to adjust things and remember
IE repairs/re-installs/upgrades of IE will usually put a new file version in
place.

... Recent versions of the TweakUI powertoy feature a <Control panel> tab
with the ability to hide various control panel applets (uses control.ini
file at bootup).

... there are also specific registry entries to manage user security
including access to most individual buttons of the Internet Options Control
Panel.

But again, nothing here stops the manual deletion of any files.

* Depending on your objective(s), there are several third party products to
block/monitor specific site addresses. Programs are available for both
personal and corporate environments and may include more security and
reporting features.

There are also a few variations of Win9x security shells that add some
'security' to the explorer interface.

I expect products of this type have reviews posted on the 'WinUtil' sites
