gpo order applied

I n windows 2003 if you have a gpo applied to an ou and is in conflict with
the site ou which wins. there is no over ride or block inheritence set they
both are just linked. I thought the lowest level gpo wins- i.e the ou unless
you have no overide

GPOs are processed in order of Local, Site, Domain and OU so in the case
when a site-linked GPO conflicts with an OU-linked one, the OU-linked one is
processed last and so will "win", or be applied over the site-linked one.
