Cannot create administrative install point

I am trying to create an administrative install point for Office 2003. I
have already done this for Office XP, Access 2003 and Outlook 2003 without a
problem. With the Office 2003 Volume License CD in the drive, when I run
the command 'setup /a d:\std11.msi' from a command prompt, I get the
following message:
'Please go to the Control Panel to Install and Configure system components'
What am I doing wrong? I am using a Windows Server 2003 computer.
