In User Configuration, Preferences, Control Panel Settings, Regional
Options, I right click and select New.
Double click the new item - observe that the User Locale is "English
(Canada)" which is what I expected.
Select the Numbers tab, change "Measurement System" to "US"; click Apply
select the Date tab, select the "dd-mmm-yy" entry from the "Short Date" drop
down list; click Apply
Select the Numbers tab again and observe that "US" is still the selected
Measurement System
Select the Date tab again and observe that the Short Date format is still
"dd-mmm-yy"
Click OK
Double click the item again
select the Numbers tab - observe that the "Measurement System" has reverted
back to "Metric"
select the Date tab - observe that the "Short Date" has reverted back to
"dd/mm/yyyy"
So, I can change settings on the Numbers and Date tabs, but when I click OK
to close the dialog box, these settings are not saved in the GPO.
If add settings in the Start Menu part of the Preferences, these settings
are saved in the GPO and do get applied to users, but for some unknown
reason, the settings in Regional Options don't get saved.
So, what do I have to do to get the changes I want to be saved in the GPO so
they can be applied to the users?
If I change these settings using Control Panel, Regional Options in my
Windows Session (XP, 2003, Vista or 2008) the changes have the desired
affect. I would like to apply these settings via GPO so I don't have to
change them manually (then save them in the Default User Profile) for every
computer.

Have you changed the "status" of the red/green underlining?

I noticed the colours (red and green) in the Preferences, but their
significance is not obvious to Preferences novices like me. Also, in the
Help, I could not find any reference to the colours or the F5-F8 keys for
"enabling" and "disabling" in the Contents. The context menu (right click)
doesn't provide "enable" and "disable" options either. This use of function
keys to toggle enable/disable is unusual - usually for example, F5 means
"Refresh".
Your post triggered me to search for "green", which yielded the "Enable and
Disable Settings in a Preferences Item" page.
Now this makes sense, but it would be useful if this vital piece of "Help"
wasn't "hidden"!
The Measurement System and Short Date Format specified in the GPO are now
applied correctly.

In fact there is a section in the help file that explains this behavior.
Don't mind - I didn't know this before, too. I've had to ask the GP
folks, too ;)
The information was previously included in the GUI when the product
wasn't "Microsoft" - but they kicked it out together with the available
"Applications" extension - so people have to rely on searching the GP
Team blog or google unless they add a "note" back in.
