I know we can use Grp Policy to disable users from
setting their Homepage using IE Internet Options.
My question is how do I use Grp Policy or any other
method to set the Default homepage, in the first place,
before disabling it ?

Take a look at User Configuration-Windows Settings-Internet Explorer
Maintenace-URLs-Important URLs. You will find the option to define the
Home Page URL.
