Is there a similar command for windows 2000 to use the gpupdate /force command?

I don't think some settings are taking affect and would like to be able to
refresh/update the policy on a workstation.

Yep. Secedit.exe does the equivalent on Win2K. Check out
http://support.microsoft.com/kb/227448 for syntax

I've tried that and a automatic security configuration management box pops up
instead.

Any ideas?

Hi,

We have a free tool on our website that will allow you to refresh
group policies on W2K, XP, and W2K3 machines remotely.
You can refresh the whole domain, per OU, or a handful of computers.
Utilizing WOL, you can also startup, shutdown, restart
computers....All from ADUC without extending the schema.

You can find this at the following link

I know, I use it ;-)
But I´m always a little bit afraid to recommend it, because using
"force restart" on the domain level is not funny ... oh, it is funny
if it is not happened to yourself :-)
