Blocked SOM (Scope of Management)

Hi,
I have setup a site GPO for IE Proxy settings. However these don't get applied, and when I run the Group policy modelling tool it says 'Blocked SOM' beside the GPO in the Denied section of the summary.

I can't find any reference to this in Technet, anyone know why or how to resolve this?
