testing device metadata

I've created metadata packages for several devices, tested them locally, and
uploaded them on the winqual website. They now show as live.

I am trying to test these files on a windows 7 machine, but the metadata
does not appear when I plug in the devices.

I've cleared the package files from the DeviceMetadataStore and the
dmrccache locations. I'm running in test-signing mode.

The event viewer doesn't show any errors but shows that the DMRC was
queried. The download from the windows server just doesn't happen.

I'm stuck at this point, and really have no idea how to further debug the
issue.
