CD Device error code 19 information in regestry incomplete or dama

All of a sudden neither of my CD drives are functional. The Code 19 appears
in both devices. Can anyone help me identify the problem and how to fix it?

Thanks for the lead. I did solve the problem by "restoring" the system to an
earlier date. What caused the problem is unknown. I contacted Dell and they
couldn't answer that question either. Thanks for the help. Tim
