DirectX isn't working at all!

Just recently i had my computer fixed and lost all my files. The repairmen
added basic programs and re-installed my vista system but now when i look in
:C for directX it isnt there...

I then tried to install direct X again but got this error,
"Error creating process
<C:\users\finch\AppData\local\Temp\IXP000.TMP\dxwsetup.exe>.
Reason:The requested option requires elevation."

I have no idea what to do and i really need my directX in order to do lots
of things on my pc!!!
Somebody please help :(...
