System Restore "cannot be restored-no changes..."

I desperately need to restore my system, but I keep getting the message
"system cannot be restored...no changes have been made"
"system cannot be restored...no changes have been made"
I tried multiple restore points. I tried disabling Norton antivirus, but
that didn't work.
