It looks like the BITS service settings are messed up. Please download the
bitsadmin.exe tool from
http://www.microsoft.com/downloads/details.aspx?amp;displaylang=en&familyid=49AE8576-9BB9-4126-9761-BA8011FABF38&displaylang=en
and do the following:

bitsadmin /util /repairservice /force

After that send me the output of the following command:

bitsadmin /util /version /verbose

Let me know if this fixed the problem.

The error message which I got:

"Error 1803: The executable program that this service is configured to run

in does not implement the service."

was mentioned on this website page:

Inasmuch as it probably wouldn't hurt, I tried its solution.

Following its instructions to download and run the HELPSVCFIX utility --
after restarting the computer, BITS had started.

I know this post is really old, but I thought I would share my success in
hopes that it helps one of you. The XP SP2 Support Tools posted by Narayana,
which contain the bitsadmin utility, will correct the issue with one addition
to her comment. First, when you run bitsadmin /util /repairservice /force,
the bits service will be marked for deletion first. Before it will be
deleted entirely, the computer will need to reboot. Then you can re-run the
command and the service will recreate, start, and work normally.
