In my case there weren't any software restrictions set so I created
them. Your explanation wasn't quite clear though.
First: Control Panel - not using classic display
2. Click Performance and Maintenance
3. Administrative tools
4. click local security policy
5. Then click Software restriction policies.
6. When I did this there weren't any set. So you have to click action
tab to create them. When you do so click onto enforcement.
7. Then select all users except administrator.
Fixed! My CODWAW patches all worked from there on. Thanks again.

You may want to try the gaming forums where that/those issues have been
discussed, since you seem to have only that particular item you mention with
the install issue.
Anyway, for the general sense, read this, and use the link provided there
for additional help.
http://www.smartcomputing.com/TECHSUPPORT/detail.aspx?guid=&ErrorID=27321
It's possible the Windows installer has become hosed somehow, but I
don't think it is. You can try another game, or installing another
(safe) program for testing purposes. If that fails, you can try and
run a "scannow" command to see if it will fix bad files or registry
entries. Here's how, though linked to Windows 7, I think this will
also apply to XP and Vista:
http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html
If that still doesn't work, you may want to try a repair install of
your OS, which means you will have to reload all of the Windows
updates, but you would keep your programs and files already installed.

No, no, don't reload, since you said other programs work fine, it may be
that the installer is bad on the game disc; that's why I suggested about
testing other programs first.. Maybe the game disc while being copied, was
bad during the manufacturing process. That does happen from time to time,
but rarely. Take the game back and ask for another copy before doing any
repair install..
