right click start menu not working properly

I am using windows 10 64 bit. recently when I right click on start
menu it will bring up the menu list however most of the items are do
not respond when clicking on them (left click of mouse) it use to
work fine, not sure why it quit or when exactly but I can click on
run or settings works fine, but to try to open device manager, or
computer manager etc. nothing happens. task manager, power shell
disk manager etc do not open when clicked on them.

I hope someone has some ideas
