recovering deleted folder

I have a blind friend who accidentally deleted a folder from an external
drive (I think it's a Western Digital Passport drive) that contains all
of her files of several years' work. She thought she had a backup, but
she doesn't. There appears to be no Recycle Bin.
She is currently using Windows 10, although probably most of the files
were created in Windows 7.
She spoke to a tech person at the company she's about to retire from,
and he said he could see the folder, but it doesn't show anything in it.
He recommended that she disconnect the drive and find a recovery
company. (He tried three recovery tools that he has, but they didn't work.)
I'd be very grateful for suggestions. She's willing to pay big bucks to
a recovery company, but she wants to make sure it's a good and reliable one.
