I read the post about windows 98 not running with 2 GB and tried the
options
MinFileCache, MaxFileCache and MaxPhysPage but it does not change
anything.
So, is there any other thing I could try?

New system means new install.

There is no known instance of Windows 98 ever having been used
successbully on a computer with more than 1.5 gb of total RAM
installed.
And with anything over 512 mb you *must* limit the amount of RAM that
Windows can map for use as disk cache and when you go beyond 1 gb you
must also limit the total RAM that Windows 98 can see to preferably
not more than 1 gb total.
The disk cache limit goes into the [vcache] section of the system.ini.
The system.ini file will already have an existing [vcache] section
header line, almost certainly with no detail lines following it. Add
the following line immediately below the existing [vcache] header (no
blank lines between them) and make sure there is at least one blank
line between this new line and the next section header:
MaxFileCache=512000
The total RAM limit line goes into the existing [386enh] section of
the system.ini file, which will already have some detail lines
following it. You can insert this line as the first one below the
header, the last line in the section, or anywhere in the middle. Just
ensure that you do not insert any extraneous blank lines.
MaxPhysPage=40000
If both these parameters are correctly entered and the system will
still not boot Windows 98 then you are probably out of look unless the
manufacturer of your new system/motherboard has Windows 98 drivers
available for it and/or they have some technical support notes
regarding Windows 98 on this hardware available.
Good luck
