Error is: Insufficent memory to initalize windows

Quit one or more memory resident programs from autoexec.bat and/or
config.sys

I had this similar problem accessing normal windows but it was fixed by
adding MaxPhysPage=400000 to the system.ini. Also, I had no page file and
could not specify one using the virtual memory GUI. I fixed this by adding a
Max and a MinFileCache=x, where x=less than 512MBs under [vcache] in
system.ini (there were no existing entries here). Lastly, I added the entry
ConservativeSwapFileUsage=1 under [386enh] section.

I also used msconfig utility to disable some items in autoexec.bat, but am
getting into unfamiliar territory because I don't know what is needed and
what isn't.

Config.sys has two entries: Device=C\Windows\himem.sys and
Device=C\Windows\Emm386.exe
I didn't disable these.

Autoexec.bat has four entries:
Set Blaster=A22017 D1 T2
Set Sndscape=C:\Windows
@SetClasspath=C:\progra~1\Photod~1.0\Adobec~1
Path C:\Windows\System\Wbem
I disabled the first three and still get the same error when attempting to
access safe mode.

I also ran fdisk /MBR from DOS. I didn't get a confirmation but the "exit"
command, from DOS, suddenly worked, where as before I had to push the power
button to exit.

Some background info:
I'm trying to revive and make use of aWin98 installation( not an upgrade)
on an older computer. I installed a newer, nforce2 motherboard with ACPI
enabled and other basic functions enabled.
Aside from the persistent memory errors, Win98 will not load any drivers for
hardware other than the basic Windows 98 drivers. I think this is due to
corruption caused by my failing to disable ACPI in the BIOS prior to booting
the OS. I need access to safe mode to delete some registry entries. Other
options would be to buy a Windows 98 CD or buy Base5.cab, but I don't think
that would fix the current problem.

FYI: scanregw.exe comes up clean, scandisk makes it to about 80% then
freezes, yet defrag completed sucessfully.

I know this is a lot to chew on and I have yet to pull the RAM from the
motherboard, 1.5 GBs. But I have read that Win98 works with that much and
more.

Just, how can I access safe mode?

Further googling points to hardware, ram, I knew that deep down. I should
pull the excess ram and start over. Hope its not too late.

pulled the ram and safe mode worked. deleted everything deletable from
device manager and booted normal. Windows 98 asked for CD-ROM several times
for files like acpi.sys, serialui.dll, mouse drivers and such. Still it
won't load my agp driver. Why microsoft didn't anticipate people changing
hardware is beyond me. Grrrr!

I'm not gonna buy win98. i can get winxpsp2 for 20$ more and thats the OS i
was born into the computer world with. I just wanted to play with 98...would
like to see 3x too just too mess around...i got an old intel board
somewhere...u old frickin hacks. upload your base5 cab and give me the addy.
