Can't resize taskbar

Next obscure Win98 annoyance: for an unknown reason my taskbar has started
refusing to manually resize (drag 'n' drop). It used to normally. I can grab
the edge (cursor changes to the expected 4-way arrow) but the resize/move
function doesn't work, right or left.

I use Free Launch Bar (.com) and have without incident or change for many
months. Native QuickLaunch toolbar not displayed by choice. FLB settings
(Windows\Application Data\Microsoft\Internet Explorer\Quick Launch) show no
changes or identifiable corruption. FWIW with FLB closed and standard
QuickLaunch displayed, the problem remains.
Any quick fix by INI file or Registry entry?
