The best I can suggest is a work around: WinTidy:

A few suggestions:
- right-click the desktop, go to Appearances, change size for the
"Icon Spacing" options under the "Item" listing. Try settings between
50 and 80 to see if this affects the problem.

- try running in Safe mode to see if the problem occurs there as well.
If not, then it may be related to your video components. Check to see
if there are any video utilities running in the background. If so, go
to your video card mfg's site to see if there is updated software
available, or just try to live without the utility.

- run MSCONFIG.EXE and see if there are any utilities under the
Startup tab which could be redrawing the screen or changing the video
mode (games are notorious for this). You can unmark one item at a
time, then reboot to see if the problem is still there. You can
re-enable the item if it doesn't seem to be the culprit.

- there are utilities such as Activicons (freeware,
http://www.cursorarts.com/ca_ai.html to download) and EZDesk
(http://members.aol.com/EzDesk95/index.html for info) which will save
and restore the positions. Perhaps one of these would help.
